A zoo acquiring a breeding pair of Amur leopards from a Russian facility needs a CITES Appendix I export permit, a USFWS import permit, CBP wildlife declaration, APHIS health certification, and potentially a state wildlife permit — all coordinated across agencies that operate on different timelines and have never spoken to each other.
